Organic farming advocates are encouraging producers to make greater use of USDA conservation programs as the federal government expands support for regenerative agriculture through the Environmental Quality Incentives Program (EQIP), Conservation Stewardship Program (CSP), and the new Regenerative Pilot Program.

The programs, administered through the USDA Natural Resources Conservation Service, provide financial and technical assistance for conservation practices including cover cropping, compost application, nutrient management, rotational grazing, irrigation efficiency, and habitat restoration. According to the Organic Farming Research Foundation, organic and transitioning farmers are often strong candidates because many regenerative practices already align with organic certification requirements.

The Regenerative Pilot Program, launched in late 2025, directs approximately $700 million through EQIP and CSP funding mechanisms and emphasizes whole farm conservation planning rather than individual practices alone. Participating farms must complete soil health assessments and implement at least one primary regenerative practice.

Supporters say the expanded framework could help growers offset transition costs while improving long term soil health, water retention, and resilience against drought and input volatility. However, some producers and NRCS employees have questioned whether the pilot represents substantial new funding or primarily restructures existing conservation programs under a regenerative agriculture framework. Online discussions among farmers and agency staff have also highlighted concerns about administrative complexity and staffing limitations within NRCS offices.

Industry observers say participation rates among organic producers may become an important measure of how effectively federal conservation policy supports biologically based farming systems in the coming years.
